Garuda Indonesia entered 2005 financially crippled after losses every year since the 1990s. Its 2004 net loss was Rp811 billion and the airline was known for unreliable service, so the government replaced management and, in March 2005, installed Emirsyah Satar, a former Citigroup and Bank Niaga finance executive, as president and CEO.

Satar's transformation was deliberately unglamorous: cut unprofitable routes, renegotiate leases and debt, and fix punctuality and service, through a program called Power 8 covering eight operational areas. The half-year results for 2007 swung to a net profit of US$15.9 million from a US$38.8 million loss a year earlier, and the South China Morning Post reported Garuda went back into the black for 2007 with an Rp60 billion profit.

Profit then compounded as revenue grew faster than costs: Rp669 billion in 2008 and Rp1.01 trillion in 2009, even though the global crisis slowed revenue. In February 2011 Garuda listed on the Jakarta exchange, raising Rp4.7 trillion at Rp750 a share and ending its life as a wholly state-owned company.

From an Rp811 billion 2004 loss to profits of Rp60 billion (2007), Rp669 billion (2008) and Rp1.01 trillion (2009); the 2011 IPO raised Rp4.7 trillion.

Unprofitable international routes were cut before any capacity was added.

Debt and aircraft leases were renegotiated to lower the fixed cost base.

Punctuality and service fixes rebuilt the brand passengers had abandoned.

A stable, long-tenured CEO let the plan run without being reversed.

A struggling flag carrier is fixed with unglamorous work — cutting routes, renegotiating fleet costs, rebuilding punctuality — before expansion; consecutive profitable years restore credibility.

Garuda's shares fell 6.7% on their debut, but the airline kept expanding, ordering new Boeing 777s and A330s and rebuilding its fleet around three types. Satar left in 2014 after nearly a decade as CEO. The profitability he rebuilt did not survive the 2020s: COVID-19 pushed Garuda into a US$9.8 billion debt restructuring in 2021.
