Naver dominated Korean search with about 70% share, but Naver Japan was a marginal player in a market it could not crack, and at home its messaging efforts were being crushed: KakaoTalk, launched August 2010, had 22 million Korean users by September 2011 against about 3 million on Naver's own app. Growth was running out of paths.

On 11 March 2011 the Tohoku earthquake cut off voice calls across Japan. Naver Japan pushed its whole team into a messaging bet that worked without the network: in April 2011 it decided to build, and on 23 June 2011 LINE launched — a bare text messenger built in about six weeks by a team of roughly fifteen, including engineers recalled from Korea. Downloads hit 500,000 in August, one million in September, and after free calls and stickers arrived in October, three million by year-end.

The growth curve became a national monument: 150 million users by May 2013, 300 million by November 2013, with some 80% outside Japan. LINE listed simultaneously in Tokyo and New York in July 2016 — about five years after launch — and in March 2021 merged with Yahoo Japan under SoftBank-Naver joint control, forming Z Holdings.

300 million users by November 2013, Japan's national chat app (82M monthly users), a 2016 dual Tokyo-New York listing, and a 2021 merger with Yahoo Japan

A disaster made the product obvious: with voice dead, text over data was the clear emptiness — and shipping in six weeks was worth more than polish when the market had just learned the lesson.

The underdog's freedom to bet the company: Naver Japan had nothing to lose, so the whole team went in — speed and commitment that a comfortable market leader could not match.

Stickers monetised emotion where ads could not: the free-to-download, paid-sticker model grew by network effects in a market where Koreans and Japanese were already messaging each other.

When your core has stalled, find the moment customers' problems change shape — a crisis, a regulation — and ship the answer in weeks, with no legacy in the way

LINE became the default messenger for Japan and a pillar of Naver's value; the 2021 Z Holdings merger with Yahoo Japan created one of Japan's largest internet groups. The 2011 pivot is now the canonical story of entering a market from the disaster's door.
