What was changed
In Indonesia, insurance penetration was below 3 % and many people lacked awareness of its value. PasarPolis founder Cleosent Randing identified the core barriers—high perceived cost, limited access, and complex purchase‑and‑claim processes—and decided to tackle them with a technology‑driven microinsurance model.
The company built a cloud‑based platform that integrated with partners such as ride‑hailing apps (Gojek), e‑commerce sites (Shopee, Bukalapak, Lazada, Blibli, Pegipegi), fintechs (Dana, Home Credit), device makers (Xiaomi) and furniture retailers (Ikea). It also launched a mitra model, recruiting over 60 000 offline agents who sold policies via the digital platform, boosting monthly policy sales five‑fold and enabling claims to be settled in an average of 18 seconds.
What it achieved
Reached 1 billion policies and 80 million customers by 2021, expanded across Southeast Asia and secured partnerships with Shopee and Xiaomi
Why it worked
Technology enabled low‑cost microinsurance products that could be priced affordably for low‑income customers.
The mitra model leveraged trusted local shop owners to reach customers without digital access, expanding distribution five‑fold.
Embedding insurance offers in popular partner apps (e.g., Shopee, Gojek) turned purchase into a seamless point‑of‑sale experience.
A focus on insurance literacy and clear communication helped overcome stigma and build trust.
Rapid claims processing (80 % within 18 seconds) improved customer satisfaction and encouraged repeat purchases.
What can be applied
Embedding insurance distribution through trusted offline agents and digital platforms can overcome low penetration and build trust in emerging markets
Aftermath
Following its 2021 milestone, PasarPolis continued to expand its mitra network and deepen partnerships across Southeast Asia, aiming to further increase insurance penetration and become a leading microinsurance provider in the region.
